Attorney General Eric Holder is scheduled to speak to the American bar Association this afternoon about reducing sentences for minor drug offenders. He will also outline some encourage reducing prison populations by finding alternatives for elderly and non-violent criminals and encouraging and creating ways for federal prosecutors to sidestep minimum sentencing guidelines.
