Cities And The Right To Farm Act

I just got back from an evening dinner party and mentioned the application of The Michigan Right to Farm Act to a City Council member. He opined that he did not think that it applied to cities...can someone give me the real scoop ?

If you want to know why cities don't think the right to farm act applies read Gerald Fishers White Paper. he gives their only arguments against the rtfa and they are weak to me.
