Yet the 'money' still flows to the politicians and the enforcement agencies even in the desperate economic times that we find ourselves in.

They can't even keep it out of the prisons.

 

1,132 random drug tests of inmates in 2008-09 were positive — the same positive rate of 1.6 percent as 10 years earlier. Even more striking, officers seized 2,832 grams of marijuana and 92 grams of cocaine at the prisons during the year, by far the highest figures of the past decade.

I was watching Border Wars on Nat Geo for the first time the other night. Fascinating! They had caught "mules" bringing in 20 pound bundles are more, crossing the river at great peril, running through the desert barefoot, only to have to cross back again, for about $50 a run.
