Help Whats Best !

Ok started seeds under four foot four bulb t5, germinated in root riot moved to smart pots. Heres the question should i veg under the t5 in the tent (2x4) so the light fits perfect and is on 24/7 or should i move my other tent 5x5 with lumitec digital adjustable 1000w hps where would be the best for vegging t5/or hps on like the 600 setting which would veg them quicker and make better plants.

Any help would be appreciated. Thanks
