Do the rooms always have to be in the basement? Is it because of the smell? Twelve plants isn't that many,could someone grow on an enclosed porch with one of those little rooms? It could be kept pretty warm.

You can really grow just about anywhere that's comfortable enough for you to be.  Just mind your security, pests, bugs, etc.

One good sized flowering plant on the porch and neighbors would smell it, without some odor control.

Basements are largely unused and out of the way, that is why they are often used.

 

That and handling water and growing medium  It gets wet and messy..

 

Helps deaden the sound of fans, etc.
