a tag is like a genre. like the dewey decimal system. your blog could be tagged 'cats, dogs, funny hats'.

so you can tag each post in your blog.

maybe post1 is tagged cats

post2 is tagged dogs

post3 is tagged cats

then someone can click the 'cats' tag, and see posts 1 and 3 on the same page.
