Get a copy to the House Judiciary Committee clerk (http://house.michigan.gov/mhrpublic/committeeinfo.aspx?comkey=232) and have them distributed to the Committee members. It is then introduced as written public testimony in the hearing and goes into the written record. If you prefer you can attend to testify. You would still need to submit copies of your testimony to the members.

This letter has been sent to all members of the committee as well as many sponsor of the bill by email unfortunately computer crashed so can't send paper copy anyone willing to help I can email letter to without names omitted

Call the clerk, Angie Lake, at 517-373-5795 and ask if hard copy is necessary. It was not required the last time I submitted testimony per a phone conversation with her, because she had already seen to it that the members had it. You might be surprised.
