this happens in almost every police department in every city in every state.

Some folks would say, "Hey, it's a big police force in that metropolis, so of course you'd have some bad cops."

 

But, the bigger police forces are harder to get into, leaving the smaller cities with the rejects from the big city.

 

And I'll bet there are more small town/rural cops than big city cops across the US.
