Wait Time On Hard Card

lara usually takes 20 days to process it, add in a day or two in the mail.

Thats 20 business days right? Like you cant count weekends?

Friend just got his card, 20 days. (Not business days)

 

If a card expires before sending in renewal, is it still considered a renewal? His new card shows March 22, 2016 as issue date.

 

A renewal would show the date from the earlier card as the issue date. Since it doesn't, that is a new card and not a renewal.

MMMP - Rules on approval of applications / id cards.  15 days to approve or deny after receiving application and 5 days to issue and mail id cards.  (20 days + 2 day mailing - max.)   It is beneficial to send applications via certified mail w/delivery receipt versus waiting for MMMP to cash your check and start the clock ticking.  See rule below:

R 333.113 Registration approval; denial. Rule 13. (1) Pursuant to section 6(c) of the act, MCL 333.26426(c), the department shall approve or deny an application within 15 business days of receiving the original complete application, required fees, and required supporting documentation and information. (2) If an application is approved, within 5 business days of approving the application, the department shall issue a registry identification card to the registered qualifying patient and the registered primary caregiver, if applicable. For the purpose of this subrule, “issue” means the department has printed the registry identification card and mailed it to the qualifying patient and registered primary caregiver, if applicable. The registry identification card shall include all of the following:

Never had a problem? You are lucky. I've had my card delayed several times in years past. One time it was for months. 4 months. Even talked with an attorney for that. When you do have a problem it feels pretty good to have done it all the right way, the best way. The attorney I saw when my card was delayed expressed how smart it was to have used certified mail. 

There's no way you will make a good case for not sending your paperwork in using certified mail. It's the best way to go.
