Add bug killer prior to planting?

All of those treatments should only be applied topically to the plant, and only should be used to treat a problem that already exists (not prophylactically). Don't treat for fungus if you don't already have fungus. I only apply treatments to my vegetative plants, and never to my flowering plants.

You don't need to apply anything to the soil.

Just whatever you think is needed to grow super strong, healthy plants. Healthy plants are the best offense
