The concept of the Domestic Cannabis Eradication/

Suppression Program (DCE/SP) began in 1979

with combined Federal, state, and local eradication

efforts in Hawaii and California. The DCE/SP has

involved participants in all 50 states. To encourage

participation in the DCE/SP, DEA provides financial

assistance to state and local agencies that support

the program. The participants shared $3.8 million in

each of the past three years.

During 1987, indoor cannabis cultivation emerged

as a significant and increasing problem. During 1988,

DEA developed a Special Enforcement Operation

(SEO) known as "Operation Green Merchant" to

address covert indoor cannabis cultivation. This SEO

targets the indoor growing industry including suppliers

of seeds, equipment and cannabis cultivators.

Due to the success of "Operation Green Merchant," it

will continue as part of the DCE/SP1989 Domestic Cannabis .

***1979 - Ed Holloway and expert cannabis grower relocates to Holland from California. Old Ed was turned onto cannabis by his son, a Vietnam Vet.  

He would inspire Bruining and others to turn Amsterdam into the Jamaica of Europe.

 

 1980 - Holloway shares his growing techniques with Dutch the pro cannabis Bruining and Hoekert. Ed teaches cloning and Sea of Green techniques. Old Ed’s Seeds were the first to be commercially sold in Holland, by the Lowlands Weed Company owned by Bruining and Hoekert.

 1983 - U.S. Attorney General Smith grants the CIA an exemption from having to report on drug smuggling by agency assets.

 The exemption allowed…

**** multiple traffickers to be let off the hook because they were also doing work for the CIA.

 The spread of Indica seeds from Afghanistan and Nepal (imported by the Brotherhood of Love) that could flower in colder regions changed what Americans could grow cannabis. The Sacred Seed Company spread strains like Northern Lights, Skunk #1 and Haze.

 1984-1985 nevil schoenmakers started the seed bank and ben dronkers started sensi seeds for plausible deniability

 Steven Hager, former High Times editor-in-chief, came up with the name in his classic cover story “Inside Cannabis Castle: The Incredible Story of the Man Who Would be King of Cannabis,” published in ****1987.

 

 

Thirty years ago readers were introduced to the mythical, mysterious seed breeder Nevil Schoenmakers, who by that point had been running his company The Seed Bank from the mansion for some three years. Hager wrote:

 

 

In a few short years Nevil has made an incredible transformation from penniless junkie to wealthy entrepreneur. Although he’s an effective and efficient businessman, marijuana is his business, so things are run a bit differently here than at most companies. For example, resinous buds of exotic types of cannabis are strewn haphazardly around the room, as are large chunks of hash and bags filled with seeds.

  

High Times and Sinsemilla Tips, which were both created to share gardening tips and the latest in cannabis breeding and production, 

*proved a valuable resource to narcotics detectives.

 By looking at stores that advertised in these periodicals, and tracking the purchase records of their customers.

 ***During 1988,

DEA developed a Special Enforcement Operation

This SEO

targets the indoor growing industry including suppliers

 On October 26, 1989, now known to the hydroponic equipment and marijuana industries as Black Thursday, the DEA raided garden stores in 46 states, seizing assets and arresting 119 people. Over the next two years $17.5 million in assets were seized and 1,262 arrests were made.

Due to the success of "Operation Green Merchant," it

will continue as part of the DCE/SP.

The thread is like 3 years old, but I thought I'd jump in and add my thoughts. It's interesting to see how the Domestic Cannabis Eradication/Suppression Program (DCE/SP) has evolved over the years, and how indoor cannabis cultivation became a significant problem in 1987. It's crazy to think that "Operation Green Merchant" targeted the indoor growing industry, including suppliers of seeds and equipment.
