You would probably want a microbusiness license. This allows up to 150 plants and sell them to individuals 21 and older. The owner must be a Michigan resident and can’t hold an interest in any other marijuana business. The licensing fee is $8,000.

To make it very simple;

Clones are marijuana.

It's illegal to sell marijuana without a special license and pay the appropriate fees and taxes.

With that said, most prosecutors are ignoring small time sellers unless they want to use it for leverage on you for other reasons.

So if you are selling clones publicly you have your neck way out there.
