Compassion Club Problem

I am in the process of starting a compassion club in West Bloomfield. I completed the application per the guidelines on this site and sent into dept. commercial services. 6 weeks later, I received a letter back stating the needed clarification on "educating the public" and "supporting the community" in regards to medical marijuana.

 

Has any other compassion club coordinators experienced this delay and need for additional information? Could this inquiry be soley based on the marijuana controversy? Has anyone who started a compassion club ever been visited by leo? I don't want to draw any attention to myself, just want to help out the community.
