They must be afraid that caregivers that grow medical marijuana, might act like neighbors that grow zuchini and tomatoes, always trying to bring over extras... Or it could simply be that some of these political hacks are in the pockets of big pharma and the drug cartels and don't want to lose their kickbacks...
