Venting Question

If I'm venting a 10 x 10 room. Is it ok just to have one 400cfm exhaust fan with a filter and a passive air intake? Do I have to have a fan in and a fan out? If its a passive intake dose the whole have to be twice the size of the out? Do I have to use a Back Draft Damper or is a hole enuff if I leave the fan on all the time? Do I have to leave a fan on all the time?

Keep the fan on all the time! Makes them wiggle and giggle and grow! They like the stimulation~
