Looking To Startup A Dispensary In Michigan

I am looking to start up a dispensary in Michigan and was wondering -

 

A ) Is it possible to do this at the present moment without going to jail or state prison?

 

B ) If it is in fact illegal to start up a dispensary in Michigan, when is it expected to become fully legal for medical marijuana dispensaries to do business in Michigan?

 

C ) What are the reasons stopping people from opening dispensaries in Michigan at the present moment?
