Terrible idea to begin with, but I think its a rather poor piece of legislation. According to Section ©(iii), the bill has no effect whatsoever if the marihuana is "legally dispensed" according to the MMMA. With patients specifically allowed to transfer marihuana on one end, and specifically allowed to acquire on the other, its hard to imagine what constitutes an illegal dispensation of medical marihuana, assuming of course the transfer occurs between registered patients.

 

The bill now goes before the House Committee on Health Policy. I dont see any committee schedule posted yet, but you can keep track here and here
