Leathery Leaves

I have a plant on its 3rd week in flower and the leaves are really leathery and thick. Buds are comeing on really green not much white, I have another plant the same age and strain but it looks totaly different big fluffy white buds. The plant looks really healthy accept the leathery appearance. I bought these 2 clones as a pair and Im starting to wonder if they are 2 different strains. Any ideas on the leaves? Any help would be awsome.
