Ordinance Bans And Moratoriums

With so many municipalities enacting bans/moratoriums, is there any recourse through a grandfather clause? I know if it was that simple, people would be doing it. I was just trying to have a better understanding as it applies to our circumstance. It's just crazy to me that a few people on a council/commission can effectively over turn a state law? Did the rest of 14 MM states and D.C. suffer all of this federal clause BS? Would a provision have to be built into the ordinance or legislature to allow for something to be "grandfathered in" or is it possible to do without a built in provision? Or what would it take to have a legal nonconforming use?
