Marijuana; Medicine Or Medicinal Herb

I have curiosity question or two;

• Should we really call it medicine or should it be refereed to as a Medicinal Herb(in it's natural state, no chemical extraction exception of topical use)?
  
• So many call it prescription (EVEN HERE) when it's a recommendation, WHY?
  
• Dispensaries opening near to Schools/Churches, WHAT ARE YOU THINKING??
  

I know it falls under both definitions but should it be promoted, and spoken of as a Medicinal Herb?

On the second and the third I just don't know.
