Nursing Home Residents' rights?

Does anyone here know what is possible or being pursued/done to enable residents of such facilities   to have access to medical Cannabis?   

I am acutely aware that there is a powerful need,   yet  these individuals  have  to all intents   surrendered  their rights as Michigan citizens  by having the

misfortune  of finding their lives completely upended,  and  powerlessly  prohibited  from even "having a discussion"  with pertinent 'care' providers   as 

to appropriateness of one medical solution that is ...So  needed .?

Does anyone know of any action being taken legally  to resolve this  woefully unjust status?

How soon might relief be obtainable  once the DEA  ...re-classifies Cannabis?  

Appreciate any input.   Thanks
