Belding planners to discuss regulating marijuana

BELDING - The Belding Planning Commission will begin to discuss zoning regulations for medical marijuana Wednesday.

 

The city passed a six-month moratorium on the sale and distribution of medical marijuana March 16 to give planning commissioner a chance to draft an amendment to the city's zoning ordinance addressing medical marijuana.

 

City Manager Randy DeBruine and Mayor Roger Wills attended a workshop in Lansing on March 26 hosted by the Michigan Municipal League that discussed the zoning options for cities, the possible economic benefits of medical marijuana, the right to farm medical marijuana, the function of dispensaries and the intent of the Michigan Medical Marihuana Act.

 

"It was very interesting," DeBruine told Belding City Council members about the meeting Tuesday. "Basically, there are three options: Do nothing, prohibit it or regulate it. If we do nothing, we are opening ourselves up to what could happen."

 

He said the most common option discussed was permitting the distribution of marijuana in residential areas, but not in commercial or industrial areas.

 

This option would involve a caregiver obtaining a permit to operate a home-based business, DeBruine said. The caregiver's home would be inspected by police and fire chiefs prior to being issued the permit and patients would only be allowed five visits per week to the residence, he said.

 

"The intent of the law is (for use of marijuana) for medical reasons," DeBruine said. "If you read it carefully, it is meant for a close relationship between a caregiver and a caregiver's patient. It is not meant to be that type of situation where the person sets up shop."

 

But Councilmember Jon Bunce said he would not want his neighbor distributing medical marijuana.

 

"I would rather see it downtown away from the homes where it could be watched better," he said.

 

The discussion will continue at 6:30 p.m. Wednesday at The Pere Marquette Depot, 100 Depot St.
