As a not-for-profit, you can begin having meetings at your local libraries, as they usually are free to NPOs. Explain to them who you are and why you want to use the room. Be upfront and prepared, they probably voted yes on Prop I, but you never know.

You can advertise the meetings on here, local papers, craigslist, etc.

that should get you going for now. The community and the members will shape the club. Encourage attendees to become involved with the meetings, perhaps doing research to bring medical reports to share, lots of avenues of information to supply to the folks in your area.

 

Wait, you weren't talking about a dispensary were you? If so, my apologies, as the two are not the same.

check your bank acct. or ask for investors. really all in all shouldnt be too much. in cali its 500k for a city permit. just the permit. here its prolly less than 10k. and if your dealing in a city with permits you can leverage people trying to open up shop. or just rent a building suitable to your needs and make it "private"....... what area?
