Drug Summit, global farce

The Drug Summit in Cancun has not proved, much less established, an international agreement to counter the serious problem that means the drug trafficking in various regions of the planet.

Also, the event has served to minimize operation "Fast and Furious" that exposed corruption in the United States federal authorities for smuggling weapons into Mexico.

At the moment both Genaro Garcia Luna, head of the Federal Public Security Secretariat and Michele Leonhart, Federal Agency Administrator U.S. Drug Enforcement Administration have established a cordial relations and mutual recognition.

Little or nothing has been said about the operation that has made a big impact in Mexico, which found that the influx of weapons from U.S. territory to the country, were "authorized" by the American government in order to discover where the armaments went ?

However, far from discovering who or which group got the weapons, now it emerges that thousands of weapons fall under their same schemes. Which has strained bilateral relations of both countries.

Therefore, the World Drug Summit has meant the establishment of a strategy to establish and show the world a "reconciliation" between the two countries.

For this reason is that none of the two governments wanted to talk about what they "intended" to be a successful operation in the fight against drug trafficking and ended in a botched operation by agents of the Bureau for Alcohol, Snuff and Firearms (ATF, for its acronym in English), which allowed smugglers to acquire strong arsenal that came at the hands of traffickers.

Although the intention of the ATF was to track down arms and not let into the hands of Mexican drug traffickers, their strategy out of control and lost track of over 765 thousand weapons that eventually reached the hands of organized crime in Mexico.

The aim of the ATF was to dismantle the arms smuggling chain but the plan was in the process. No one was arrested during the duration of the operation.

The sale of 765 thousand weapons were conducted over a period of five months, according to a report by the Office of Alcohol, Firearms and Explosives Snuff.

The U.S. agent, John Dodson said recently that the operation called "Fast and Furious" were allowed illegal arms from the U.S. to Mexico to track down traffickers, but added that he failed and lost track of nearly 50 percent weapons.

According to Dodson, told the CBS, including acquiring more weapons smugglers in the U.S., more violence was recorded in Mexico.

One of those weapons illegally entered Mexico was used by organized crime to kill the ICE agent, Jaime Zapata last February in the central state of San Luis Potosi.

In that vein, Genaro Garcia Luna said in his speech on the second day you have to work together and further strengthen, the Mexico - United States on the issue of security.

Thus, in introducing the world drug scene, Genaro Garcia Luna spoke of history, history of drug and how it has grown the vehicle fleet of armored cars, but never referred to the U.S. role and consumers in the problem.

"Today, drug trafficking, as well as being a problem of public health and safety is a priority issue on the international agenda. His expression of concern is the formation of criminal organizations and corrupt their environments, to expand markets, use extreme violence against rival organizations, against the authorities and against the communities in which they operate, "Garcia Luna said.

Similarly, the Mexican official explained that what is sought at the summit is to apply the law in all continents over the seriousness of the problem, because it is necessary to establish international cooperation.

"For Mexico it is necessary to consolidate an agenda for international cooperation to combat drug trafficking three phases: production, transfer and consumption of drugs. One of the major challenges we face is that we operate in the context of dynamic and flexible markets. "

"Therefore it is important to note the numbers of transnational markets for the most important drugs: marijuana, cocaine, opiates and amphetamines."

According to estimates by the United Nations Office on Drugs and Crime, in its latest report for 2010, marijuana production reached levels close to 66 thousand tons, with a potential market of 190 million consumers.

As for the cocaine, estimated a potential production of 800 tons with a market value of about 80 billion dollars, and a number of consumers of nearly 19 million.
