 Now, court records show, DEA is focusing on High Times' relationship with one particular advertiser -- Schoenmakers, an Amsterdam-based firm that publishes the Seed Bank, an annual "prize-winning" marijuana seed catalogue.

 

 

One recent ad for the Seed Bank in High Times offers readers a selection of "top hybrids and pure strains from all over the world. Some recent discoveries include the amazing, exotic Haze ... and the heavy yielding, pungent Garlic Bud ... along with such classic favorites as Early Pearl, Skunk #1, Northern Lights, G-13 and Hash Plant

 Steve Hagar the former editor of high times… the creator of the cannabis cup in Holland. Steve helped too legitimized advertisements of cannabis seed in catalogs in the magazine including politicizing the magazine.

 The idea that seeds were legal in holland helped to coax people to buy the illegal seeds from the catalogue’s advertised in high times after all a newly created indoor domestic market needed the special bred seeds in order to grow in the closet indoors.

Seeds from the marijuana cultivar Skunk no. 1 were provided by HortaPharm BV (Amsterdam, The Netherlands) and imported under a US Drug Enforcement Administration (DEA) permit to a registered controlled substance research facility. Plants were grown under hydroponic conditions in a secure growth chamber yielding cannabinoid levels in mature plants as reported in Datwyler and Weiblen (2006).

In the Netherlands, the sale of cannabis seeds for growing plants that produce psychoactive substances is permitted.

 The seeds are considered no different from any other seed,

 but

 cultivation is limited to 5 seeds.

They're sold as souvenirs

 Nevil operated an illegal seed bank openly during a hot drug war…. from 1984 thru 1989 in the Netherlands in spite of the evidence that shows he could not have. It was illegal to export seed without a license. Nevil was already a felon on the  run from selling drugs to a minor

According to the DEA they had been purchasing seeds from Nevil since 1985.

 The the official investigation started in 1987.

 It is lawful to import hemp seeds into the US. (Hemp is defined as the cannabis plant, and any part of the plant, with delta-9 THC concentrations that do not exceed 0.3%.)

 

 

However, because marijuana (any cannabis that is not hemp) is federally illegal,

 

 

It is unlawful to import non-hemp seeds in to the US.

 The only exception to this rule is when the seed has been rendered non-viable prior to shipping.

 See? Seeds were never legal!!!!
