Soundless, thanks for the help. No photo on the cards, just another flaw in our law copied from Rhode Island's statute fraught with flaws. The lack of a photo to compare to the driver's license photo is just another incomphrehensible shortcoming. These are not Social Security cards, used only for dealing with the Federal government, and anyway in that case there's are websites where you can verify the SS number and name. Privacy as to the medical problem(s) someone suffers is a whole different thing from privacy concerning their actual identity--that just invites fraudulent cards and paperwork.
