I just received a new batch of renewal cards and noticed they have security threads built into them. My last ones did not. When did the state start using them?

Sorry if I missed this in another thread, and thanks in advance for any answers.

My new cards have translucent waves running through them and little translucent boxes and the word "security" running next to the waves..

its a hologram. theyve had em since last may or june all 6 of my cards have em

Has anyone ever found or received an answer as to why there is no photograph required on the cards?
