If you talking about both sides of the leaf ,

she may need a drink ?

It's really hard to say w/ your explanation....

Curling up or down? Any discoloration? What's the room temperature and humidity?

I haven't had this problem yet, but I seem to remember that low humidity and/or high temperatures can interfere with transpiration/respiration on the underside of the leaves, with the leaves curling up or down in response.

could be over watering and or over fertilization

why so much neem oil? you have pests too?

another thing that can cause leaves to curl downward is not having enough light, I have done this in the past when I put too many plants under one light and some of the leaves wouldn't get enough light so they would curl downward
