Can one be a caregiver without being a patient and how would you go about getting your caregivers card.

Yes you can, you just need to find a patient

This seems like quite the problem because in order to get a patient they're going to be wanting their meds right away I don't know of anybody that wants to wait 3-4 months to get there first meds so how can one become a caregiver and be forced to have a patient at the same time and make him wait 3 or 4 months.

Just seems like another flaw in the law.

Most caregivers began first as patients as long as your growing for yourself you can add the patient's plants after you two are carded and ready to work together and just supply them out of your  harvest until your up to speed .

does a caregiver need to send in a copy of their state I.D. and or drivers license with the application?

Thank You all for the help. My CG insisted we needed to send in a copy of his drivers license to get him renewed as my CG. I don't remember if we sent it in last time or not. So I can just put his copies, front and back, along with mine? Should I write on the copies "patient" and "caregiver"?

Your application will identify who is the patient and who is the caregiver so that's probably not needed you might staple the front and back together of each driver's license though.
