Is There Any Who Knows How Many Card Holders There Are In The State

While the info that is available is somewhat dated, if you take a look at the proposals that the MDCH have put together to privatize the card system, there are figures that tell how many patients and caregivers there were at the time of the report, there are also figures that show how much the state has taken in from the program thusfar...I believe you'll find the information at the MDCH MMMA section of mich.gov site...

Thanks John, 500,000 x $100.00 a pop is 50million the state has made off us. And they can't issue cards in a timely mannor.............What is wrong with this picture.

 

 

I only paid 25 bucks as im sure many others only paid, if they are on medicaid or medicair, wonder how many paid 100 when they should have only paid 25. either way you add it they made more than enough to get our cards to us in a timely manner!

I believe there are over 20,000 patients at this point. I have guestimated at the most probably 8000 qualified for the reduced fee and 12,000 probably paid the full 100. So the state probably has pulled in about 1.5 million in the last year alone. They act like this whole thing some big inconvenience to them while they are raking in the dough.

A year into the state's medical marijuana law, health officials can't keep up with the demand.

 

 

Because of a rising backlog of about 3,000 applications, those who wish to use marijuana medically or grow it for others must wait three months for registry cards, according to the Michigan Department of Community Health.

 

"We're (now) getting a thousand applications a week," said James McCurtis, department spokesman. "It's going to take some time to get through all applications, even with new help."

 

As of April 16, the department said it had issued 13,239 permits for use of marijuana and 5,460 permits for caregivers to grow it. The program launched in April 2009.

 

But marijuana advocates say this delay has caused problems for many applicants statewide whom police have arrested for possessing marijuana.

 

 

Substitute registry

Under state law, the state health department is obligated to issue registry cards on approved applications within 20 days. But a provision allows the applicant to use a copy of the submitted application to serve as valid registry identification after 20 days.

 

Greg Francisco, executive director of the Michigan Medical Marijuana Association, said police are unjustly arresting applicants because they won't accept the application copy as a legitimate substitute for a registry card.

 

"It's been a major problem for a long time," Francisco said. "Police are saying: 'We have no way of knowing if that person got a denial letter,' and they'll go ahead and make an arrest and let the court work it out."

 

Francisco said although a judge often will throw out the charges in court, the arrest still can be a harrowing process.

 

"They still have the distress, the cost and being dragged through the criminal justice system," he said. "These people are suffering actual harm."

 

McCurtis said the department is trying to address the backlog by adding two temporary workers to assist the three full-time employees who process applications. It expects to add three more temporary workers later this year, he said.

 

 

Self-funded program

McCurtis acknowledged the department underestimated the demand for the medical marijuana permit.

 

"It started out with a hundred or so applications. We had no idea of how many applications we were going to get," McCurtis said. "We didn't want to hire employees and have them sit around twiddling their thumbs."

 

McCurtis said the pace of application submissions picked up significantly in November. The program, he said, is designed to be self-funded by a $100 application fee.

Program Statistics:

 

* 25,589 original and renewal applications received since April 6, 2009.

* 13,239 patient registrations issued.

* 5,460 caregiver registrations issued.

* 3,835 applications denied -- most due to incomplete application or missing documentation.

* Applications are reviewed within 15 days of receipt. Incomplete applications are denied and applicants are then notified of denial by certified and regular mail.

* Complete applications, change forms and reapplications for previous denials are then processed in the date order in which they are received. If a denial letter is not received, then the application is deemed valid. The statute currently allows for a copy of the application submitted to serve as a valid registry identification if the card is not issued within 20 days of its submission to the department. At this time, we are unable to issue valid registry identification cards within the statutory time frame with the resources available to us. Currently staff is issuing registry identification cards for valid applications received early January. We continue to review and revise our processing methods in order to more efficiently process and issue the valid registry cards.

* The staff is diligently working to process the applications and is having difficulty responding to all the voicemails left on the Medical Marihuana Registry phone line. We appreciate your patience and ask that applicants refrain from calling to inquire about the status of the application unless your application was submitted prior to mid-December.

I think you may have misunderstood roosmom...the profit that was taken in last year was around $500,000. Many of us qualified for the $25 fee. It is a shame that one of the few programs in Michigans government that is showing a profit is seeing 120+ days before issueing the cards...this too shall pass...but not before a lot of folks get caught up in this "Catch 22" situation...can't really fault the MDCH tho, they are on a budget just like everyone else, it is those that control that budget who are at fault.
